She was the state treasurer from 2002 to 2006 and then served as secretary of finance from 2006 to 2008—the first woman to hold that title. Before going into public service, Wagner specialized in banking and securities law in Norfolk. Wagner’s plans for the future include an array of proposals that serve both the economy and the environment. She would enhance the Solar Manufacturing Incentive Grant programs to attract more solar power manufacturers to the state, and to ensure that their products were used, she would create a low-interest loan program for Virginians who made their homes more energy efficient.
